This is used in a T-shirt/apparel screen-printing shop to partially cure or “flash” ink between colors.
For example, if someone prints white ink on a black shirt, they may flash-cure it before printing the next color so the ink does not smear.
This goes with the manual rotary screen-printing presses you showed earlier. A typical setup would be:

This unit is not the final production dryer in most shops; it is mainly for between-color flash curing.
This is not a normal household 120V unit. It is a 220V / 4000W commercial heater.
At 4000 watts, it draws roughly:
4000W ÷ 220V ≈ 18 amps
So it likely needs a proper 220/240V dedicated circuit with the correct plug/receptacle. Do not use a regular adapter unless an electrician verifies it.
